Contingency and Emergency Action Plan

I. PURPOSE

As part of its commitment to environmental protection and employee health and safety, ENPOINTE has developed this plan for responding to emergencies in accordance with the requirements established by MPCA regulations on Preparedness and Prevention and Contingency Planning [MPCA 7045.0566-7045.0572] and OSHA’s Employee Emergency Planning Standard [29 CFR 1910.38]

 

II. SCOPE

This plan will:

  • Inform ENPOINTE personnel of potential emergencies.
  • Implement procedures for responding to such emergencies.
  • Train employees on how to implement this plan.
  • Focus on assuring the safe and timely evacuation of personnel.

Be prepared to give company name, address, EPA ID Number (MND981536006), date and time of incident, type of emergency, name and quantity of material involved, extent of injuries, and possible hazards to human health and environment outside the facility.

Emergency Coordinator Responsibilities

The emergency coordinator or alternate is responsible for implementing the contingency plan during an emergency which includes a chemical spill or fire. The emergency coordinator and the alternates are familiar with all aspects of the contingency plan. In addition, these coordinators have the authority to commit the resources necessary to carry out the contingency plan. At least one employee will be at the facility or on call to respond to an emergency. The emergency coordinator or alternate will be responsible to determine if the spill can be cleaned up using the spill kit or to contact the spill contractor. The spill response contractor is listed within this contingency plan. If the spill kit is used, the gloves and safety goggles must also be used along with the absorbent materials to contain and/or clean up a small spill.

 

IV. FACILITY DESCRIPTION

The ENPOINTE corporate headquarters, main print production facility and fulfillment center are all located in Brooklyn Park, Minnesota. The headquarters facility consists of two buildings that are connected via skyway. ENPOINTE has a workforce of approximately 200 employees.

 

6845 Winnetka Circle – Headquarters Building 1 of 2

The first building of ENPOINTE Brooklyn Park is located at 6845 Winnetka Circle Brooklyn Park, Minnesota 55428-1537. The building is a 161,000 square foot leased space, contains the ENPOINTE corporate headquarters and our main print production facility, and is connected to the 6905 building via skyway. A facility drawing is attached to this plan which includes evacuation routes; facility exits; fire extinguisher and spill control equipment locations; and storage locations for hazardous waste and materials generated/used on-site. Hazardous wastes stored on-site are kept in a flammable storage area near the production floor. Flammable and hazardous materials are stored within flame retardant cabinets as much as possible.

 

6905 Winnetka Circle – Headquarters Building 2 of 2

The second building of ENPOINTE Brooklyn Park is located at 6905 Winnetka Circle Brooklyn Park, Minnesota 55428-1537. The building is an 80,000 square foot leased space that was built in 1999, contains office and another production facility, and is connected to the 6845 building via skyway. A facility drawing is attached to this plan which includes evacuation routes; facility exits; fire extinguisher and spill control equipment locations; and storage locations for hazardous waste and materials generated/used on-site. Hazardous wastes stored on-site are kept in a flammable storage area near the production floor. Flammable and hazardous materials are stored within flame retardant cabinets as much as possible.

 

9491 Winnetka Avenue North, Suite #100 – Fulfillment Center

The third building of ENPOINTE Brooklyn Park is located at 9491 Winnetka Avenue North, Suite 100, Brooklyn Park, Minnesota 55445. The building is an 50,000 square foot leased space that was built in 2023, contains office and warehouse space. A facility drawing is attached to this plan which includes evacuation routes; facility exits; fire extinguisher.

 

V. EMERGENCY EQUIPMENT

Fire Extinguishers

ENPOINTE has fire extinguishers located strategically throughout all facilities. An outside contractor services the extinguishers annually and assures that their capabilities are appropriate for on-site hazards (most are ABC dry chemical). ENPOINTE maintenance personnel inspect extinguishers monthly to make certain they are clearly marked, accessible, and operational.

Eye Wash Stations

In building 1, the eye washes are available in the Plate Room, Press, and Shipping departments for responding to chemical splash hazards. Employees handling corrosive chemicals are required to wear protective equipment to prevent such chemical exposures. In building 2, the eye wash station is located in the production area on the north wall of the building near the loading dock. At the 169 Fulfillment Center, the eye wash station is located at the northwest corner of the building, near the fire extinguisher.

Spill Kits

Complete spill kits can be found at the Chemical Storage Area and the Shipping Area in Building A. These kits include pigs, absorbent pads, and personal protective equipment (gloves, safety goggles) to assure proper handling. Baking soda is available at all battery charging locations as a neutralizing agent.

First Aid Kits

Kits can be found in all facilities throughout production and office areas. Kits are routinely checked for adequacy and completeness.

Fire Suppression System

The entire Brooklyn Park Facility (both buildings 6845 & 6905) is outfitted with a fire suppression system to protect vital records and information in the event of an emergency. All the primary server rooms are equipped with a Chemical Fire Suppression System.

The fire suppression system is remotely monitored by Securitas. Securitas will contact the Fire Department automatically if a fire alarm is detected.

Safety Data Sheets

A complete set of Safety Data Sheets are kept in yellow binders located on the Building A manufacturing floor behind the presses AND Building B on the south wall. Emergency response personnel should be made aware of the hazards and locations of chemicals stored on-site and should be provided SDSs upon request.

 

VI. EMERGENCY PROCEDURES

A. Hazardous Material Usage

Ink, fountain solution, coatings, and clean-up solvents are the primary raw materials used at ENPOINTE with small amounts of photographic processing chemistry and maintenance supplies (e.g., oils, degreasers) also present on site. The largest containers received at ENPOINTE are ink totes (2100lbs) and press wash totes (330 gallons). ENPOINTE also receives products in 55- gallon drums (oils, other solvents, fountain solution), with most materials being received in 5-gallon or smaller sizes (e.g., one- and five-pound ink cans, 1-gallon cans of film cleaner). As a result, there is minimal opportunity for large spills. The bermed solvent storage area and interior location of hazardous waste storage further minimizes potential for spills. The primary hazard associated with chemicals used is flammability (press wash) with small quantities of corrosives (e.g., Q-Etch, battery acid), and some slightly toxic materials used. Lithographic inks are nonhazardous and not a flammability concern.

B. Emergency Events

Fire, minor spills, or storm damage are the most likely events that would cause this plan to be implemented. In the unlikely event of such an emergency, ENPOINTE is primarily concerned with safe and timely evacuation of its employees. Efforts to mitigate or control fires or spills will be limited to activities that do not place personnel at risk. If containment measures can be safely applied, they are encouraged; however, employees should not attempt to take on roles better left to professional response personnel.

C. Evacuation Procedure

The following are the steps to be taken if a spill, fire, or other emergency requires evacuation of the premises:

  • Sound the Alarm:  Utilize the loudspeaker paging system to make other occupants aware of the emergency. 9491, access the blowhorn located in the meeting area near the front door. The alarm rings directly to Securitas (6845 and 6905) and Egan Companies (9491).  Securitas or Egan will call ENPOINTE to verify and define the severity of the emergency event. Once the emergency is verified the emergency coordinator or alternate will call 911. An emergency lock box at the lobby entrance is available for use by Fire and Police Personnel.
  • Leave by the Nearest Exit: Be aware of the nearest exit in your work area and throughout the building (during the emergency is not the time to learn this!).
  • “Sweep” isolated areas on your way out. Managers or lead persons will notify employees and sweep their work areas to ensure that all visitors and employees have evacuated the building. If an employee, manager, or lead person is with that visitor, they will escort the visitor to the evacuation assembly point.

Direct the Emergency Responders: (or delegate to more appropriate ENPOINTE personnel) You must either share your knowledge of the situation directly with Emergency Response personnel or inform ENPOINTE Emergency Coordinator(s) of situation.

D. Safe Evacuation Tips

  • Leave fire area quickly – walk, don’t run to nearest exit.
  • If exit route is smoke-filled, use alternate route.
  • If you must use smoke-filled escape, stay as low to ground possible.
  • Once outside building, proceed to the designated assembly point.

  • Gather near your Manager or Supervisor to facilitate “head counts.”
  • Do not return to building until an “all clear” announcement has been made.

 

VII. ARRANGEMENTS WITH LOCAL EMERGENCY RESPONSE SERVICE

A. Police

Brooklyn Park Police are available to direct traffic, handle crowds, and provide security services. Brooklyn Park Police have received a copy of this Contingency Plan.

B. Fire Department

Brooklyn Park Fire Department will respond to fires and other emergency incidents requiring fire or medical rescue services. The Brooklyn Park Fire Department has received a copy of this Contingency Plan.

C. Hospital

North Memorial Hospital is available to provide medical services. The hospital has received a copy of this Contingency Plan.

 

VIII. PREVENTATIVE MEASURES

ENPOINTE operations present minimal opportunities for significant spill events. The bermed-solvent storage room and the interior location of hazardous waste and hazardous materials storage (no floor drains in proximity) effectively minimize the potential for spilled material to escape the building. In the unlikely event that spilled material escapes the building (loading drums for shipment is most vulnerable point), no storm or sanitary sewers are present within approximately 50 yards of the rear of the building. This distance, combined with the low volumes of hazardous materials/waste on the premises at any one time, provide ample opportunity for recovering and mitigating spill impacts before any significant damage can be done. Spill control kits are available on the premises to immediately contain any spilled materials. ENPOINTE will rely on local Fire Department or environmental contractor capabilities for any attempts at more aggressive spill control and clean-up activities.

 

IX. AMENDMENT OF PLAN

This plan will be revised and amended as necessary. An annual review will be conducted to assure that the plan is kept up to date.

 

X. COPIES OF PLAN

The plan will be maintained on-site and will be accessible by all employees. Copies of the plan are shared with Brooklyn Park Police and Fire Departments and North Memorial Hospital.
