A Workplace Accident and Injury Reduction Program

I. PURPOSE

As part of its commitment to employee health and safety, ENPOINTE has developed this plan to implement the requirements established by Minnesota Statute 182.653, Subd. 8 – “A Workplace Accident and Injury Reduction” Act (AWAIR). This program is designed to reduce the incidence of workplace accidents and injuries.

II. THE FIVE ELEMENTS AWAIR

This section lists the five elements of AWAIR (numbered 1-5) and describes the action ENPOINTE is taking to implement each requirement (listed as item A, B, C, etc.).

To meet the Act’s intent, this ENPOINTE AWAIR Program must describe:

(1) How managers, supervisors, and employees are responsible for implementing the program and how continued participation of management will be established, measured, and maintained.

A.
ENPOINTE management is committed to workplace safety and will allocate appropriate resources (e.g., safety equipment, training, and personnel) to assure continued safe environment.
B.
An Environmental, Health & Safety Compliance Manager (Compliance Manager) has been retained to assure that safety programs are effectively administered and maintained. This contracted Compliance Manager works with key ENPOINTE personnel to assure that day-to-day EHS-related tasks are effectively accomplished.
C.
A Safety Committee is in place to assure input regarding workplace safety is received from all ENPOINTE employees. The Safety Committee meets quarterly, documents activities through meeting minutes, and tracks progress on safety improvements/corrective actions taken to address issues raised. The Compliance Manager attends each Quarterly Safety Committee meeting.
D.
An Unsafe Condition and Inspection Report system is in place to assure input regarding safety is received from all ENPOINTE employees.

(2) The methods used to identify, analyze, and control new or existing hazards, conditions, and operations.

A.
A comprehensive Environmental, Health and Safety Audit is conducted by the Compliance Manager on an annual basis.
B.
The Compliance Manager also conducts quarterly compliance “check-ups” scheduled in conjunction with Safety Committee meetings.
C.
An Employee Right-to-Know Hazard Communication Program [as required by 29 CFR 1910.1200 and MN Rules Chapter 5206] is in place. Safety Data Sheets (SDSs) and appropriate containers and labels are readily available for use by all employees. ENPOINTE Department Managers will conduct an annual inventory of chemicals used to assure that the SDS collection is current and complete. SDSs are also reviewed during the Compliance Manager’s Quarterly Compliance Check-Ups and the Annual Compliance Audit.
D.
ENPOINTE conducts Personal Protective Equipment (PPE) Hazard Assessments [as required by 29 CFR 1910.132(d)] for all production employees and assures that required PPE is readily available for employee use.
E.
ENPOINTE has a Lockout/Tagout Program or “Hazardous Energy Control” Plan as required by 29 CFR 1910.147.
F.
ENPOINTE has an Emergency Evacuation Plan, has posted Emergency Evacuation Routes throughout the building, and has established a Severe Weather Shelter to ensure that ENPOINTE personnel are prepared for emergency events.
G.
The Compliance Manager, with input from management and Safety Committee members, will review new or significant changes in production processes (e.g., new equipment, and new chemicals) to assure that adequate safety controls are in place prior to purchase or implementation of the operational change.
H.
ENPOINTE also provides an “Unsafe Condition” form to encourage employees to report potentially unsafe conditions or behavior.

(3) How the plan will be communicated to all affected employees so that they are informed of work-related hazards and controls.

A.
ENPOINTE has established a Safety Committee to assure effective lines of communication between management and all ENPOINTE employees. ENPOINTE also maintains a Safety Bulletin Board including required safety posters/information. The SDS collection and a Hazardous Materials Information Guide poster are located behind the presses.
B.
New employees will be provided with a Safety Orientation soon after being hired.
C.
All production employees receive Hazard Communication/Employee Right-to-Know training on an annual basis.
D.
Employees are trained, commensurate with job duties, on the following subjects: Hazardous Waste Management; Lock-Out/Tag-Out; PPE; Blood borne Pathogens: Forklift Operation; and Use of Fire Extinguishers. Employees are re-trained as necessary to maintain competence on these subjects.
E.
Additional safety training will be administered as necessary to assure the overall effective implementation of this program as determined by ENPOINTE management working with the Compliance Manager and Safety Committee.

 

(4) How workplace accidents will be investigated and corrective action implemented.

A.
ENPOINTE will record all reportable accidents and injuries (e.g., OSHA 300 Log). A “First Report of Injury” form and an “Accident Investigation Report” will be completed for all reportable accidents. Investigations may also be conducted in “near misses” or other non-reportable incidents which, if analyzed, may be prevented before injuries occur.
B.
All corrective actions identified in accident investigations will be implemented in as timely a manner as available resources allow.
C.
If a serious hazard cannot be immediately remedied, the Compliance Manager has full authority to issue a Stop Work order until such an unsafe condition can be abated.

 

(5) How safe work practices will be enforced.

A.
ENPOINTE management will strictly enforce safe work practices. Failure to follow established safe work practices will result in disciplinary action commensurate with the severity of the safety violation (up to and including termination).

III. ANNUAL AWAIR PROGRAM REVIEW

ENPOINTE will conduct an annual review of this AWAIR program to assure that it is effectively implemented. The “last update” noted in the footer of this document begins the “clock” for this annual review.
