Bloodborne Pathogen Program
I. PURPOSE
As part of its commitment to employee health and safety, ENPOINTE has developed this Bloodborne Pathogen Program in accordance with the requirements established by OSHA 29 CFR 1910.1030. Bloodborne pathogens are infectious agents transmitted through bodily fluids such as blood or mucous membrane. This OSHA Standard is designed to prevent the transmission of bloodborne diseases with potentially exposed workplaces. While the Standard is primarily aimed at healthcare workers, it’s intended to protect any employee reasonably expected to encounter blood or potentially infectious materials.
II. SCOPE
This Bloodborne Pathogen Program will:
- document ENPOINTE’s employee exposure determination;
- establish procedures for handling infectious materials;
- define training needed by ENPOINTE employees on this subject;
- identify the only ENPOINTE employees authorized to handle infectious materials; and
- designate a qualified contractor to conduct clean-ups beyond in-house capabilities.
III. POLICY
ENPOINTE’s work environment presents minimal potential for exposure to, or generation of, infectious materials. No medical care is provided on-site. First Aid kits are available and are well stocked with bandages and disinfectants. Basic First Aid may be provided on-site; however, serious injuries require professional medical attention as soon as possible! Only ENPOINTE Designated Responders are authorized to provide First Aid and/or clean-up of any infectious materials. ENPOINTE employees who are not Designated Responders should follow the four-step protocol described below. [Note: Any non-designated ENPOINTE employee who chooses to assist an injured or ill co-worker (e.g., nosebleed), does so as a “Good Samaritan” and is not covered under this policy (although the same precautions described below are highly recommended).
IV. DESIGNATED RESPONDER EMERGENCY RESPONSE PROTOCOL
Each designated responder has a Bloodborne Pathogen “clean-up kit” containing necessary items for personal protection, clean-up and disposal of bodily fluids available on-site. These kits are intended for use by ENPOINTE Designated Responders ONLY. The 8-step Designated Responder Protocol is as follows:

Isolate the area. Rope off or otherwise control access to infected area and label as biohazard. |

2.
|
Identify material and cause. |
|
3.
|
Assess risks and hazards. |
|
4.
|
Utilize appropriate personal protective equipment. |
|
5.
|
Communicate appropriate action (including summoning professional medical assistance.) |
|
6.
|
Maintain control of affected area and conduct or direct clean-up. |
|
7.
|
Decontaminate and properly dispose of bio-hazard waste. A solution of 1 part chlorine to 10 parts water should be used for decontamination. For a small mess, use disposable treated cloths. For a medium mess, use “6-inch pool” kit. Any larger event may require the Biohazard clean-up contractor identified below. |

8.
|
Terminate the incident. Complete an Accident Investigation report and coordinate shipment of any resulting Biohazard waste. |
V. 4-STEP PROTOCOL FOR NON-DESIGNATED RESPONDERS
If you are not a ENPOINTE Designated Responder, take the following steps:

If in doubt of the severity of the incident or unsure of how to handle it, call Emergency Services by dialing 9 (to secure an outside line) then 911. |
|
2.
|
Whatever level of assistance you choose to provide AVOID EXPOSURE to blood or any other bodily fluids. |
|
3.
|
In all case, every effort must be made to call a ENPOINTE Designated Responder. |
|
4.
|
If a responder is unavailable and the hurt individual cannot clean-up after themselves isolate the area with warning signs. |

ENPOINTE Designated Responders are offered Hepatitis B vaccinations (or have a signed declination on file), are supplied with BBP response kits and appropriate personal protective equipment and received training as described below.
VII. OUTSIDE CONTRACTOR FOR LARGE INCIDENTS
A qualified Biohazard clean-up and disposal contractor has been retained for any incident, which is beyond the capabilities of ENPOINTE Designated Responders. The contactor is Marsden Building Maintenance Company. In the event an incident does occur we need to call 651-641-1717 and ask for a Special Services Representative.
VIII. EMPLOYEE TRAINING
All ENPOINTE employees will be provided with “universal precautions” training as part of ENPOINTE’s annually required Employee Right-to-Know training. ENPOINTE’s Designated Responders are familiar with this program, have received initial training, and will receive annual refresher training.
